These buildings often face:
- Split incentives between owners and tenants
- Complex income verification requirements
- Limited owner awareness of program opportunities
- Administrative coordination challenges with program implementers

- NEEEI is currently engaged in early work examining these barriers through a small multifamily project in Western Massachusetts connected with the Mass Save program.
- Early observations highlight several challenges that frequently limit progress in this housing segment, including tenant income verification requirements, limited owner awareness of available programs, and administrative coordination needed for program approval.
- Lessons from this work are intended to support improvements in program delivery and help inform future program design.
